DHS awarded multiple contracts for its PACTS, EAGLE and First Source programs several years ago. Through these contracts, the department has awarded billions of dollars, but a number of the original contractors have now grown beyond small business thresholds or have been acquired. What's happened to update those vehicles, enabling on-ramps for a new set of contractors to join the program.

Kevin Boshears is responsible for the overall implementation of the Department's small business procurement program. Prior to this appointment in 2003, Mr. Boshears was Director of the Treasury Department's OSDBU. He previously served as a Procurement Analyst and was responsible for providing guidance to the Small Business Specialists located in Treasury's twelve bureaus.
